The basic assumption of unbuilt and free space is conditioned by the principal characteristics of the existing ambience: heavy traffic at the main entrance to the city and the desire for a clear view of the city. The plateau consists of a flat part and an inclined part; the fracture line marks the entrance into the city. The slope, following the inclination of the terrain, absorbs the principal traffic facility, the bus terminal, while the flat part is a terrace, enabling a view of the fortifications and the open space of the sea. These two elements constitute a unified spatial and functional entity which enables the conditions for future activities. A monument to Croatian defenders in the most recent war is situated on the western part of the plateau, detached from the entrance into the city. It is changeable, representing just a frame, and the chosen motif is the sea.

Osnovna postavka o neizgrađenom i slobodnom prostoru uvjetovana je glavnim karakteristikama zatečenog ambijenta: velika prometna opterećenost glavnim ulazom u grad te želja za ostvarenjem jasnog sagledavanja grada. Plato se sastoji od ravnog i kosog dijela, gdje lom naglašava ulaz u grad. Kosina prateći teren prima u sebe glavni prometni sadržaj, terminal, dok ravni dio predstavlja terasu, pogled na utvrde i slobodu mora. Ta dva elementa čine jedinstvenu prostorno funkcionalnu cjelinu, na kojoj su ostvareni uvjeti budućih aktivnosti. Spomenik braniteljima smješten je na zapadnom dijelu platoa udaljen od ulaza u grad. On je promjenjiv, predstavlja okvir, a izabran je motiv mora.
